DOS box and deleting folders in Windows

Why is it that I can’t delete a folder in Windows XP, if I happen to have a DOS box open that’s in the directory I’m trying to delete…

Would it be that much trouble to do like any well-behaved OS and simply kick me out of the directory, or smply close that terminal DOS window ?!?
