When are todos considered projects?

It just occured to me that I keep saying I’m involved in projects when I’m not really sure what I could call a project. How many steps/phases does it take for something to be considered a project?

For example, I’m overhauling the supporting material that publicizes the fact that our team can perform Remote Demos for the various IBM middleware we support. If I’ve got at least 3 deliverables, a tight timeline and 10-15 steps as well as a bunch of people to coordinate input from to make it happen, does that make it a project?

Most of the things I get involved with are of that order of magnitude. They do need tracking (I wish I had a good system to track my activities) and they do take weeks to months to do (as I’ve got day-to-day activities as well).
